4(1)(b)(i) The particulars of organization functions and duties |
Uttarbanga Kshetriya Gramin Bank, a Regional Rural Bank sponsored by Central Bank of India, was established on the 7th March 1977 under the Provision of Section 3(2) of RRB Act 1976 [ 21 of 1976] with equity participation of Government of India (50%), Central Bank of India (35%) and Government of West Bengal (15%). The Bank has been operating in five districts of West Bengal namely, Coochbehar, Jalpaiguri, Alipurduar, Darjeeling and Kalimpong with its Head Office at Coochbehar. The primary functioning of the Bank is to Accept Deposits, to Lend for various activities & to do other Business as permitted under different Govt. Acts & guidelines. Organizational Structure |

4(1)(b)(ii) The powers and duties of its offices and employees |
All the Officers from JMGS to SMG grade of the bank working in the branches have certain financial powers depending upon their position. Further the Officers working in Administrative Offices viz RO, Head Office also have certain financial powers depending upon their position. The delegation of financial powers The delegation of financial powers to various grades of officials is decided by the Board of Director of the Bank. These powers are revised periodically, depending upon the organization's requirement and also Government/RBI guidelines. Sanctioning of Loans is the absolute discretion of the concerned sanctioning authority of the Bank and such discretion is exercised, after taking into consideration the relevant facts and circumstances of each case. |

4(1)(b)(iii) The procedure followed in the decision making process, including channels of supervision and accountability. |
There is a well defined system in the Bank regarding the decision making process. Financial decisions are taken at various levels by the lending authorities of the Bank. The various lending authorities of the Bank are- (i) Branch Managers in different categories of branch. (ii) Regional Office Committee. (iii) Head Office Committee (General Manager Level) (iv) Head Office Committee (Chairman Level) (v) Board of Directors. Within the overall lending powers, there are specific ceiling for non-fund based facilities. Specific ceiling on lending powers are also fixed against certain types of securities like Book debt, Shares, NSC, KVP, Relief Bonds etc. In case of Retail Lending Schemes the lending powers of the delegates are scheme specific. The list of Retail lending Schemes and Terms and Conditions of such schemes are available in the website as well as at the branches.. Further, there is a well defined organizational structure and a clear system of accountability which also take into account the RBI/CVC guidelines. Each officer will have to consider loan proposals and take a decision in terms of the scheme of delegation of powers. All loans sanctioned will have to be reported to the higher authority for control purpose. The system of exercising proper delegation of powers and submission of control returns are monitored by the controllers and through audits. |

4(1)(b)(iv) The norms set by the Bank for the discharge of its functions. |
Directions received from Ministry of Finance, Government of India, State Government, Reserve Bank of India, NABARD, Sponsor Bank and/or approved by the Board of our Bank are the guiding principles for discharging various functions. Sanctioning of Loans is the absolute discretion of the concerned sanctioning authority of the Bank and such discretion is exercised, after taking into consideration the relevant facts and circumstances of each case. |

4(1)(b)(v) The rules, regulations, instructions, manuals and records, held by the Bank or under its control or used by its employees for discharging its functions. |
There are quite a number of documents like manuals of instructions, codified circulars, scheme of delegation of powers, proceedings of the board etc and also the periodical circulars, used by the employees for discharging various functions. These are all meant for internal circulation and cannot be shared with public. However, certain information on Deposit, Loan & other Products, scheme guidelines, eligibility etc., are available at website. |

4(1)(b)(vi) A statement of the categories of documents that are held by the Bank or under its control. |
These are mainly documents executed by customers/borrowers/guarantors and contracts with third parties etc. (These are all information related to third parties and cannot be shared with public). |

4(1)(b)(vii) The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof. |
The Board of Director while formulating the policies of the Bank keep in mind the state of the economy, the Govt. policies and the issues concerning the public. Further the Bank's annual results/reports are published in the bank’s website periodically for information of public as well as all stakeholders which would give an idea about the policies of the bank and implementation thereof. |

4(1)(b)(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public. |
Bank has appointed various committees for different purposes. Following are some of the important Committees managing the key affairs of the Bank: a. Risk Management Committee. b. Asset Liability Management Committee c. Audit Committee. d. Purchase and Procurement Committee. e. IT procurement committee f. Information Security Management Committee g. Internal risk management committee h. Fraud prevention Committee i. Internal Advisory Committee j. Staff Accountability Committee k. Board of Directors. Public are not entitled to participate on the above committee meetings and minutes are not accessible to public. |

There are no plans and budgets for expenditure of public money and disbursements and the provision is not applicable to Uttarbanga Kshetriya Gramin Bank. Capital Expenditure. |

There are no subsidy programmes or plans for lending activities of the Bank as a whole except for targets for priority sector lending. There are different schemes for advances of the Bank and the terms and conditions are already available in the Bank’s website. Efforts are made to keep the same updated from time to time. |

There was no programmes in the Bank for grant of concessions, authorization etc., and there is no material in the Bank relevant to this provision. |

All the general information regarding deposits, advances and other services officered by the Bank are already available in the bank’s website. Efforts are made to keep the same updated from time to time. |

Business Hours: Every Monday to Saturday 10:00 hrs – 04:00 hrs (05:00hrs –Working Hours) except the second and fourth Saturday and bank holidays as declared under Negotiable Instruments Act, 1881 applicable for State of West- Bengal. Bank is not maintaining any Library/Reading Room for Public. |
